Organization Development & Workforce Planning Department Manager

Our client, a well established Government Entity based in Abu Dhabi is currently searching for an Organization Development and Workforce Planning Department Manager. The role will be responsible for researching and analysing data, developing strategies and recommendations across the company to assure the organization has the workforce needed to execute company strategy

The role:

- Develop and implement strategic workforce planning initiatives in cooperation with Talent Acquisition manager, and works with Learning and Development team to build a plan to address required talents and skills to add to the team or for developing purposes
- Design and maintain the guiding principles for organization structure creation
- Set a directional view of the 5-year rolling workforce plan, underpinned by company business plan
- Design and develop appropriate tools, guidance, and templates to support business areas in the development of their workforce plans
- Partner with internal key stakeholders to understand current and future workforce requirements and provide guidance, counsel and support to leaders in the organization structure and manpower planning
- Lead and drive the yearly manpower planning and budgeting exercise Lead preparation, ensuring alignment with management, internal stakeholders, and obtain approval from authorized parties
- Ensure updating the organizational data in the HRIS
- Advise relevant counterparties in assessment of hiring requests, staff movements to ensure headcount compliance with approved budget
- Develop, review, maintain and distribute accurate analysis, reports and presentations relating to forecasting, planning, coverage, performance and workforce management metrics to support key decisions
- Define and monitor key performance indicators to ensure organization effectiveness
- Ensure that workforce planning processes comply with applicable laws and regulations
-Identify areas of workforce processes that can be improved using data analysis and develop strategies to implement those improvements
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective department objectives
- Monitor individual member progress and participate in their career planning
- Investigate and highlight any significant variances to support effective performance and cost control


- UAE National with Family Book
- 10+ years HR Management within a large organization preferably in the Energy Industry, 7+ in Workforce planning & Management. preferably with experience in the same role
- Bachelor's Degree in Human Resources, business, Management or related field. Master’s degree or professional qualification is an advantage
- Advance in Strategic Workforce Planning, Budgeting and Organization Design. Practical in Legal (Labour Law, government regulations)
