Technology Portfolio Manager

Our client is a prestigious government entity based in Abu Dhabi and seeking to recruit a Technology Portfolio Manager.


- Establishing the PMO framework, guidelines, policies, and procedures
- Project metrics reporting and project finance management, report generation for management & relevant stakeholders
- Continuous monitoring of implementation of standard project management methodology
- Keeping track of plans, budget, quality standards, deliverables, and dependencies
- Leading implementations through internal team or external vendors
- Organizing project resource management, including extensive vendor management
- Gathering, validating, and documenting business requirements?
- Analysing commercial data such as budgets, sales results and forecasts
- Modelling business processes and identifying opportunities for process improvements?
- Identifying issues, risks and benefits of existing and proposed solutions and outlining business impacts
- Creating functional specifications for solutions?
- Estimating costs and identifying business savings?
- Simplifying information and deciphering technical jargon so it is easily understood by the whole team?
- Implementing and testing of solutions?
- Supporting business transition and helping to establish change
- Create & manage individual project plans and roadmaps
- Define project schedules, allocate resources and monitor progress
- Align project objectives with entity goals, and make sure the project team is clear on objectives
- Deliver and install technology solutions, continuously identifying potential enhancements through new technology or upgrading existing technology
- Hands-on support for project team with the design and development tasks
- Lead process of issue identification and resolution, managing risk tracking process
- Monitor and manage project scope, manage all project documentation
- Work on multiple projects within the company’s project portfolio simultaneously


- Bachelors degree in an IT related field
- 12+ years overall experience
- Hands-on approach with the ability to work on technical implementations
- Experience with business analyst responsibilities
- Experience with establishing/enhancing PMO framework
- Project Management, Agile, and Scrum-related certifications are ideal
