Our client, an exciting government company in Abu Dhabi, is currently looking for a UAE National to join their HR team as a Head of Talent Management. The Head will need to attract and develop UAE Nationals for all levels and functions of the company. They will drive the corporate strategies, policies and activities with respect to attracting, recruiting, and developing staff for the organisation's current and future requirements.

The role:

Strategy
- Build and maintain a talent management strategy for the company to attract and retain the best employees with a focus on UAE Nationals including:
- An employee value proposition
- Resourcing strategy and framework
- Development strategy and framework
- Long term succession strategy
Resourcing:
- Develop and maintain a resourcing strategy and framework
- Drive the design of marketing tools, materials and channels to source, engage and attract top talent
- Build and maintain a resourcing system including a database of candidates and profiles
- Develop and maintain a suite of assessment tools and techniques to identify competence and fit
- Design the strategy with respect to internships, work placement and long term and broader talent supply strategies to ensure a broad engagement with the UAE talent pool
- Ensure effective due diligence processes are completed on all candidates including academic and background checking; references; medical; government checks
Onboarding
- Co-ordinate the onboarding of all new hires to ensure they receive appropriate information before starting
- Provide a detailed HR induction including all HR policies, systems, performance and KPIs
- Develop provisional KPIs and a learning plan in conjunction with the line manager
Manpower Planning
- Manage the annual review of workforce requirements and budgets
- Maintain an ongoing manpower budget including vacancies and target salaries and recruitment dates
Development
- Develop and maintain a learning and development strategy, with a focus on developing UAE Nationals take over technical and senior leadership roles
- Maintain a training framework detailing how individual and collective training needs are identified and training and development solutions sourced and developed
- Develop and maintain a learning system containing individual training requirements, records of training delivered and quality feedback
- Develop and deliver inhouse learning interventions (such as Masterclasses) to encourage knowledge sharing
- Ensure all UAE Nationals have Career Development Plans in place and ensure they are regularly reviewed by line and HR
Succession Planning
- Develop long term succession plans and strategies for leadership and key person risk positions
- Regularly review organisation design to ensure high levels of delegation and early assignment of accountabilities

Requirements:

- UAE National with a Family Book
- Bachelor’s Degree, preferably in Human Resources or Management
- Professional certification in HR or Master's degree preferred, but not mandatory
- 10-12 years of HR experience mostly obtained in both recruitment, and Talent Management
- Knowledgeable about assessment techniques and competency models
- Deep experience driving the development of UAE Nationals
- Ideally from the financial services industry
- Experience in working with senior leaders
- Fluent in English and Arabic
