Our client, a forward-thinking government investment institution in the Abu Dhabi, is currently searching for a Human Capital Business Partner - UAE National who will provide strategic and operational Human Capital guidance to the assigned company platform (including operating companies and assets) and implementing HC solutions, frameworks, and systems in order to achieve HC and platform strategy. The successful candidate will be reporting to the Director, Platform Human Capital.

Key Responsibilities:

People Management (As Applicable)
– Supervise the activities and work performed by direct reports to ensure that all work is carried out in an efficient and effective manner, in line with the annual business plans, and functional policies and procedures
– Recommend training and development interventions for team members to continuously build their capabilities

Business Partnership
– Act as a focal point of contact on all people and organisational matters ensuring the provision of reliable and timely support and guidance to the assigned sector(s) and asset(s), as applicable
– Implement human capital services, programs and frameworks, in close liaison with the HC CoE, ensuring effective execution in line with the HC strategy, CoE guidelines, Delegation of Authority matrix and HC engagement model
– Engage with assigned platform sector in order to understand and assess their business requirements and challenges from an organisation and people perspective
– Act as a focal point of contact for employees and compliance related issues, conflicts or grievances and ensure effective and timely resolution in line with the overarching HC policies and guidelines and as per the delegation of authority matrix

Human Capital Strategy and Solutions
– Translate business challenges and priorities into effective and tailored solutions and strategies for the platforms to enable the delivery of business results through people and address unique challenges
– Provide business inputs and insight that aid the development and enhancement of HC frameworks, solutions, policies and procedures to ensure relevancy to business needs
– Develop and implement effective solutions, in partnership with the HC CoE, to address factors that improve engagement within the assigned platform

Asset Engagement
– Providing advice and support to assets, as applicable, on people and organisational matters, and share best practices and insight that enables and enhances their HC operations
– When applicable, act as a member of assets’ human capital committees in order to support in delivering effective people and organisation solutions in line with the company’s overarching HC guidelines

Employee Awareness
– Work with the Platform Human Capital Director on providing advisory support to the sectors’ senior management on issues relating to their people agenda, as well as working with and coaching employees and line managers on matters relevant to the HC function in order to create awareness and build transparency in the organisation
– Communicate all HC related matters including policy, frameworks, processes or procedural changes that impact the platforms in order to create clarity and awareness for employees

Relationship Management
– Build and maintain strong relationships with stakeholders including sectors and assets, as applicable, to provide and receive relevant inputs on HC matters and serve the best interests of the organisation
Policies, Systems, Processes and Procedures
– Contribute to the identification of opportunities for the continuous improvement of functional systems, policies, processes and practices taking into account ‘international leading practice’ in order to improve business processes, productivity and operational efficiency
– Provide critical input to support the development of functional systems, policies, processes, and procedures in order to meet business requirements
– As applicable, ensure team members comply with all functional policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner

Reporting
– Prepare functional reports in a timely and accurate manner in order to meet the company’s requirements, and the functional requirements, policies and standards
Related Assignments
– Perform other related duties or assignments as directed

Qualifications and Experience

Minimum Qualifications:
– Bachelor’s degree in human resources management, business administration or equivalent
– Preferably, a post-graduate degree such as MBA from a top tier internationally recognized university

Experience:
– Minimum of 10 years of experience in progressive and more complex roles in a human capital function, out of which 3 years of experience are in a managerial / supervisory role
– Preferably, experience in a large-scale organisation with complex business operations or experience working in the assigned sector / industry
– Additional relevant experience is an advantage

Knowledge:
– Strong knowledge of the end-to-end human capital value chain
– Strong knowledge of the company’s HC frameworks, methodologies, policies, processes and tools
– Strong knowledge of change management, and ability to facilitate the implementation of change by successfully engaging with senior level stakeholders
– Strong knowledge of the company’s operations and sectors, and ability to lead the delivery of tailored solutions in line with specific business requirements
– Strong knowledge of influencing and communication techniques, and ability to report and influence at senior level
– Ability to identify, build and nurture strategic relationships that support company in achieving its objectives
– Ability to apply a consultancy approach with the credibility to coach and influence

Authority and Decision Making
– The Vice President Platform Human Capital Business Partner reports to the Platform Human Capital Director and confers with the latter on all critical and strategic matters
– The jobholder is the liaison between the sector and the HC CoE, and is responsible for the provision of operational and strategic advice. The jobholder implements the HC frameworks, policies and processes in line with the CoE direction and guidelines but has the latitude to customize solutions in line with business specific needs, as per the Delegation of Authority matrix
– Key decisions having significant impact on the HC Business Partner function are referred to the Platform Human Capital Director for approval before implementation
