Our client is a vital government entity in the Emirate of Abu Dhabi. They are looking to grow their team by hiring a talented Emirati National for a Planning, Governance, & Control Manager position within the Technology department.


Responsibilities:

- Direct, define and maintain IT functions, controls, policies & processes in alignment with business objectives, best practices, and compliance
- Document and maintain the decision-making models, appropriate levels of authority delegation and threshold rules for IT decisions
- Periodically assess and improve IT controls, functions, policies & processes
- Lead within the IT Governance model and process to optimize the value, ensure alignment and prioritization of projects to the strategy
- Lead and support in the development of IT strategic, tactical, and operational plans
- Help ensure effective communication between sectors and IT management regarding strategic initiatives and performance management
- Lead and support IT Transformation initiatives and ensure proper resourcing and funding are allocated
- Drive a continuous service improvement culture
- Work with the IT leadership team to refine, drive execution, and communication of the IT Strategy
- Lead, monitor, and evaluate the effectiveness of IT strategies,
- Ensure IT performance measurement systems are in place and accurate reports are shared with relevant stakeholders
- Evaluate IT process performance, track IT project portfolio performance, and measure IT service delivery using various measures
- Manage the IT Balanced Score Cards in cooperation with other IT units and relevant external stakeholders
- Direct the establishment, maintenance, and ongoing operations of a comprehensive IT risk management framework to identify, analyze, mitigate, manage, monitor, and communicate IT risks
- Promote an IT risk-aware culture and empower the teams to proactively identify IT risk, opportunity, and potential business impacts
- Lead the development and control of the IT Operational, General Expenses, Fixed Assets, and Human Capital budgets
- Provide a reliable financial management system (policies, processes, practices, reports, and tools) to support IT and Corporate Affairs
- Ensure appropriate and fair cost allocation mechanisms are in place
- Provide periodic financial dashboards, analysis, and forecasting to assist the IT leadership team in decision making
- Lead the management of key partners and vendors in cooperation with the CIO and other stakeholders
- Establish a governance framework for effectively managing Technology teams, assets, and vendors
- Lead the development and maintenance of IT’s compliance processes including registers, monitoring, testing, and remediation
- Act as a point of contact for internal/external auditors and regulatory agencies for all IT-related items
- Work with the IT Security Services team to ensure the effective implementation of security controls within IT and in line with IT’s risk appetite


Requirements:

- Minimum 6 years' experience in a related field
- Bachelors in Computer Science, Management Information Systems, or Information Technology
- Experience in utilizing various methodologies and frameworks such as, COBIT, ITIL, ISO 37000
- CISA, CISM, CISSP, CIA or CRISC preferred
- UAE National with a Family Book
